A phone needs a usable network identity
DHCP can supply an address and associated network settings. A phone with no valid lease may never reach its registrar. A link light proves a physical connection, not correct addressing, gateway or DNS.
Inspect the intended segment
Confirm the phone is on the expected VLAN and that the lease comes from the authorized server. Compare its subnet, gateway and DNS values with a working device on the same voice segment. An address from the data VLAN can explain why a phone is powered but cannot reach provisioning.
Keep provisioning options specific
Some deployments use DHCP options to locate provisioning or support services. Option meanings and device behavior depend on the phone and management design. Do not copy an option number from another vendor's guide without verifying its applicability.
Test renewal and restart
After correcting assignment, reboot a test phone and confirm it receives the intended settings and registers. Investigate scope exhaustion or duplicate addressing when failures affect new devices but not existing leases. Keep reservations and exclusions documented rather than assigning ad hoc static addresses inside the dynamic pool.
